Carlos Oliva Castillo, aka la Rana (the Frog), is the third-highest ranking member of the Zeta cartel, in charge of operations in three northeastern states, including Nuevo Leon, where the casino is located, Reuters reports. Five Zeta members were earlier arrested in connection with the blaze, which with a death toll of 53 was the worst attack on civilians in Mexico in decades.
